Intermittent Wipers Don't Work

I am having a time with my windshield wipers! I have an 85 IROC, and the wipers work at regular speed and high speed, but not with the intermittent speed. Plus, the windshield washer pump doesn't work. I have tested the connections for current and resistance and those are fine. I have replaced the windshield wiper motor, pulse board, and the wiper switch within the steering column, as well as the turn signal stalk. Lastly, I connected a ground wire from the windshield wiper motor to the body ground from the engine. Still no intermittent wipers or wiper washer motor!! ANyone have this problem, and any thoughts on how to fix it?

Make sure current is getting out to the wiper system. Buy a good multimeter and test voltages, continuity, ect.
