Guages all messed up

Engine: 1989 TPI 350
Transmission: 700R4
Axle/Gears: stock 10 bolt with 2.73 gears
Guages all messed up

I did a search and didn't see anything like my problem. I know that when you turn the key on the temp guage is supposed to sweep to 260 and back down. My problem is that it sometimes does that and other times is sweeps up only to about 120 and stays there. And to further confuse me it also when I turn the key on engine off it pegs itself on the bottom then when I start the car it moves to about the 110 mark on the guage.
My fuel guage has never worked since I bought the car it is pegged past full. I pulled off the glass cluster cover and moved the needle and it went right back to past full. I am guessing that I have an open somewhere on that circuit. I also tried moving my temp guage needle and then starting the car. Where ever I moved the temp needle to it stayed there. And the last issue to complicate things is when I turn my car off the tack guage will move from where it was idling at 650 to anywhere from 1000 rpm to 1500 rpm. My oil pressure guage also freezes where ever it was when I shut the car off to. When I turn the key KEOF after that happens the tack guage and oil pressure guage goes down and I turn the key off the tack will still move a bit. Any Idea what Is going on. It is the stock cluster but the original owner did some interier work and put a new dash plate in the car so I know he had touched the wiring.
