is this a fusible link? (fan relay problem)

the attached pic shows two wires coming off my positive terminal. the larger goes to my starter. the smaller goes into a black plug-like device. Is this "plug" a fusible link?

if so, how do i replace it? ie, do i need to get a whole new set of positive cable wires and run them again or is there some way to "splice" in a new fusible link? if i splice it, that's some fat wire...is there a clean way to do this?

I believe this black plug is causing my fan relay not to run because a constant power supply wire to my relay was connected to this plug/link very loosely and also was corroded. now, it has come off.

sorry for the long writeup, just want to be clear because I've been trouble shooting this for too long and need to solve this problem.

if this is a fusible link, how do i replace it and what do I ask for at the parts store? i don't know "what kind" or gauge or whatever, of fusible link it even is!

i really appreciate any help anyone can provide. thanks.

Idk but it seems to me to be just some kind of splice. Get a test light with a sharp point and pierce the insulation to see if you have power on the wires coming out of it.
