here is a wiring diagram I came across.
I'd say it's your cruise control stalk most likely
/**/ Disconnect the stalk cruise connection under the dash and measure resistance from the blue wire to the yellow wire with an ohm meter. It should be infinant,and with your third hand ... measure the resistance with the button in the resume/accel position. you should get next to no resistance.
another way that might be easier, is to check at the cruise control module, you should get 12v at the grey/blk (pin M) when it's in the R/A position.

I've never liked cruises on the turn signal anyway.
