90-92 Firebird foglight switches are the same. It shouldn't rock back, something is not right. First, try taking the switch out, maybe there is something stuck in there or near it thats not letting it move. Still no go, then try taking it apart. If its beyond repair or can't be taken apart without destroying it, then start looking for a used/new replacement

Souds like the On/Off detent inside the switch, is broken or worn out, not allowingthe detent to "lock" in place. Or some piece of dirt is inside the detent "socket", not allowing the switch tab to fit in & stay.
Pull the switch, and see if you can find the detent & what's going on.

I found a $5 switch for a 90-92 at the local jyard. My switch had plastic tabs at each end that frictioned into detents. One of them was missing.
The switch I recieved sounds like what you described. It is like a spring ball plunger set up. Mine was probably re-engineered based on multiple failures.
