Chip in the key???????

Chip in the key???????

About once every 50 times I go to start the car everything works as it should except the starter will not turn. When it does this I test the trigger wire going to the starter and I have found that there is no power. I don't think the purple wire that I am testing goes to the key switch. Where does it go? Is this part of the VATS? What ever that is. Is there a way to get rid of the system? Thank's

The starter is brand new. I know that doesn't always mean it is good but I am seeing a lack of power to the wire that triggers the solenoid. The key is in pretty rough shape as is the key switch. Looks like it was pried on at some point in it's life.
