3rd brake light works oppositely

3rd brake light works oppositely
just noticed that sometimes the 3rd brake light(1986 high mount) is ON while driving, and then turns OFF when i step on the brake. it did NOT stay on when i shut the car off and went inside the store. i could see the reflection of it in the store window when i backed into the space.
when i went back out to my car it was working like normal. im stumped
