VATS not supplying a good ground to start enable relay

This is a 4th Gen LT1 conversion in my '87 Firebird. Car is running but I've had to wire the starter enable relay yellow/black wire directly to ground. The VATS module wouldn't give it a good enough ground to crank engine. It would just give a partial rotation of the starter like it was a dead battery. I still have the security of the VATS shutting the injectors down after a couple seconds (when I unplug the key connector), but I'd like it to control the engine cranking again. Any body else run into this?
