Test light flashes on and off ??

On my 89 Firebird I have a bad battery drain. I have connected a test light in between the positive battery cable and positive terminal and of course it lit up. I removed the wire from the alternator, no change. I then removed each fuse and each wire plugged into the fuse box one by one and the only one that made a change was the CTSY fuse. With the fuse in the test light remains on, if I remove the fuse the test light flashes on and off.

I have never seen this before. What should I do next??

Re: Test light flashes on and off ??

Okay I forgot after I found the CTSY fuse problem to go back through and recheck the fuses before that one. I found that the flashing test light will stop when I pull the tail fuse.

Is there a relay for the tail lights?
