HEADLAMP MODULE PROBLEM

Ok here's what i got. It's and 89 formula. My headlights would pop up, but not go down. By searching threads on here determined it was the headlamp module. Bought a brand new module through my GM dealer. Installed the module. Headlamps would not go up or down. Reinstalled old module lamps come up don't go down. Took new module back as defective, ordered new module. installed the new, new one, same results. Headlamps do not go up or down. I tried installing it with the had lamps in both postions. First down trying to get them to open, then with the up first trying to get them to close. NOTHING. installed old module, lamps go up don't go down. What the *****. Any sugestions? Please?

Thank you

The new module may not be compatible with your lights. I would try and find a bird at a junkyard and get the module from that to try.
