Dead pump, what is it
I've got a dead fuel pump. I've run some tests and it has come down to a few things I think. With the key on I am getting ~10.5 V at the pump but the pump isn't kicking on. At the relay: I can jump the orange wire to the gray wire and the pump will kick on, so the hot wires and pump are good. I then had the key on and tested for voltage from the green wire and got nothing, do I measure voltage coming from this wire or is it a kind of ground to the ECM? I have also tested through the ground at the harness too and I'm getting like .9 V when using the orange wire to test for continuity. Do I have a bad relay, ecm, or anything else? The fuses are good, I haven't inspected the ground as I don't know where it goes.

So does the pump kick on or not? If it does, it's not dead.
You might just have a bad relay or connection from the ECM to the relay.

I just hotwired the pump. It must be a bad signal from the ECM, the pump and the realy are new. I was getting power back there but the pump never kicked on. I've already gotten it to run, once

The Orange wire at the pump relay should give you battery voltage at all times..... it's the "hot wire" from the inline fuse located near the battery. ( CHECK THIS FUSE & ALL YOUR FUSEABLE LINKS ! )
The ground for the fuel pump is screwed to the bracket under the carpet of the drivers side rear seat.

did you check the fuse on the right fender wall front of car it is for the fuel pump in line square fuse

All fuses and wires are good. I think that it is my ECM since I am not getting any kind of signal from it, no voltage in the green wire.

According to the diagram, the green/white wire on pin A1 on your ECM connector is the wire that actuates the fuel pump relay. You can test the voltage directly on the ECM connector to rule out a bad wire.
