Speedometer Problems

So I didn't know if this should go in the interior or here, but anyways my speedo has always been off since I got the car. When stopped it says 30ish and going 70 it says 75-80ish. I bought a new cable just in case since it was only 15 bucks and that didn't work. Also, I was doing the odometer fix and had the face off of the speedo so I had the needle off and when I put it back on I made it so it would be at the bottom like it is supposed to be. Now when driving it goes very slow and I can be going 45ish and it will say 25. So is my speedo gauge bad internally then? I was planning on getting a used one, maybe even 145!! Not too much of an upgrade since I have a 115 but ya.
