Speedo and tach issues

The speedo and tach in my GTA are very far off. The tach says 3500 when the engine sounds like it's redlining, also the speedo is about 40 km/h off at highway speeds. I checked and I have the white driven gear and red drive gear, and the rear ratio is 3.42 as it should be from the factory, so I am thinking maybe it's the circuit board in the cluster. Any ideas?

Update: I got the cluster re-built, the tach is now fine but the speedo is still out. Should I go ahead and replace the VSS? Please anyone?
