bad fuel pump?

Im running a mallory pro comp fuel pump. It ran fine for a few days but the other day the fuse blew on it. Replaced the fuse and it still wont run. I checked the voltage across the pump and the voltage drops to 9 volts when I turn the pump on. When I disconnect the hot wire to the pump and measure the voltage I get 12 volts. I rechecke dthe fus eand it was fine after this. Does this sound like a bad pump?? All fuel lines and filters are new and not clogged anywhere.

Thanks

Re: FROZERN PUMP

It an older one, I boguht it form another membe ron here a couple years ago. I just bought on on Summit todya and shipped it next day cause I need the car by saturday. I think the pump has been flaking out for awhile. I have the mallory 3 port return regulator and they say to adjust the fuel pressure to 5-7 psi with pump on but engine off. and I did that but when the engine is running the pressure would drop to 3-4 psi.
