The 20amp fuse for the horn, dome light, and cigarette lighter must have a short to ground because the fuse keeps blowing.

I disconnected the horn relay, cigarette lighter and dome light and the fuse keeps on blowing. What do I need to do next to figure out where this short is located.

I'm trying to get this car inspected and the horn is a requirement. Any help would be appreciated.

BLOWING

There might be a wire rubbing thru.

If you can’t find it quickly, and you don’t want to tear apart the car unnecessarily of course, you can install 3 separate fuses where the fused 20A line branches out to feed the lighter, horn, dome.

Use 10A fuses.

You will know which circuit is the problem from which fuse blows.
