Turn signal and horn issues

Turn signal and horn issues
First the quick one: My horn doesn't work, and when i pull back the rubber part of the steering wheel cover (airbag equipped steering wheel) it reveals two holes where i believe some sort of button or sensor is supposed to be? Any idea what should be there and how to get it?
Turn signals: Turn signals usually do not work, but emergency flashers do and all 4 turn signals bulbs function with the emergency flashers on. Occasionally a turn signal (most frequently the left) will light up but not flash during a turn, or when I have the cruise control or windshield wipers on. It seems really really strange and random. Sometimes the left turn signal light will turn on and won't go off unless I engage the left turn signal to which it will turn off. Cannot reliably re-create any of these scenerios, they just randomly happen. The only thing I can reliably get it to do is not work correctly, lol. Any ideas? Turn signal lever? Wire crossed in the steering column?
I've cleaned and worked on all the bulb terminals (told that resistance in the turn signals could be messed up if they were dirty) and they look/seem fine now, and the lights will illuminate properly for the emergency flashers, just not the turn signals.
Any clues?
