2.8L Not Starting, Narrowed Down From Key To Solenoid

I have an '82 Carburated Automatic 2.8 V6 that is not starting. Me and a friend spent the day trying to figure this out. A little back story, got in one day and the car wouldn't even crank over or click. It was random, but I tried tapping the starter and it worked, a month went by and the same thing happen. This happened a third time, but on this occasion I just wiggled the shifter a little and apparently I wasn't fully in park. Finally, get stuck in a parking lot on my night out and nothing is working.

Get the car towed and removed the starter/solenoid, figuring with no clicking and the "banging it to start" the solenoid might be a likely suspect. Tested at parts store and working! So we start testing voltages and wiring and have come up with with what we think is a narrowing of where the situation lies. Somewhere between turning the key and the lead to the solenoid. We came up with something like .07 volts at the lead with the key in the start position. Can anyone tell me what we should be getting (which I'd assume is 12V?) or shed any other light or ideas on this? Also, suggestions or a dumbing down of what else sits in line from key to solenoid. Thanks in advance guys!

well perhaps you should specify what year it is. 1882, 1982, or maybe 2082. then somebody might be able to help you. doesn't sound good when someone says it back to you. good luck
