Chip for 1991 Z28

I would like to get a chip for my 1991 Z28 camaro that adds more horsepower and gas mileage. Recommendation for the best chip that doesn't cost $800 or something? (Try to keep it around $300 max if possible).

1) having "more hp and better mileage" in the same sentence doesn't work - they are on opposite ends of the scale - you either get one or the other - never both!

2) Aftermarket pre-programmed chips are a waste of money - spend $50 on a complete tune up and save the rest for another day.

No over the counter chip is going to be worth the $$$
You can spend 100's of dollars on snake oil fixes that claim 50 more HP and 100 mpg
If you have money to spend you get a custom tune done by someone who knows what they are doing
