I cant figure these two things out. The first thing is the noise. Its very random but its an extremely loud statically, squealing noise, with sirens in the background. Ive checked the wires behind the headunit and they are all good nothings touching each other and ive removed the chime box and it still happens.. any advice?

And next is the headlights. They hardly every come up, but they ALWAYS go down. Whats up with that?

 

With your headlights, I would venture to guess that the plastic gear that the motor uses to raise the headlights is stripped. As for the noise, it might be RFI from the alternator. Get yourself and RFI blocker and put it inline with the radio. If its not coming through the radio, then im not sure where that could be coming from.

for future reference, the noise was coming from the rear view mirror!

 

Actually is was inteference from a burnt spark plug wire messing with the radio
