Hood flap won't open ('83 Crossfire Z28)

I hate to register on a forum simply to ask a question but it seems I'm forced to here. Not that I won't stick around though

Anyways, I recently got a 1983 Z28. But theres a few issues with it. I can't seem to get my hood flap to open. I spent about an hour looking it up on google but I can only find people asking if they're functional. I know that they're functional because I can open them with my hand and I can see an air channel so it has to work right?

Problem is, it won't while I'm driving. I've tried slamming the gas pedal, hoping that maybe air pressure will flip them open but that didnt work. I'm not the most knowledgeable about vehicles so excuse my feeble attempt at getting it to work.

Upon looking under the hood I came to find a sleeved wire going from the passenger side firewall up to the wood. Thats where I become lost though. I need to pull off the entire insulation just to get a good look under there. Its getting dark out so I won't even be able to tell what I'm looking at. So I decided to come here and ask you all about your knowledge of this issue.

The reason I'm worried about this is because I don't want my engine starving for air. My gas mileage is pretty poor as it is, so hopefully this helps it out.

Can anybody give me a few suggestions? What to look for, what may need replacing, etc? I'd be very grateful for any piece of advice.

Oh and by the way I hope Im not posting in the wrong section. I was thinking maybe it belongs in the body section but since its electrical I put it here. Sorry if I messed up.

EDIT: Oh yeah, if you guys need pictures I can try to get them for you. I don't know the proper name for the flap but I hope you know what Im referring to.

the hood flap is opened by a solenoid(basicly an electro-
magnet) when the throttle is floored-first step is to
make sure the circuit is intact-including the ground
wire from the solenoid.

Yeah its not opening when I floor it, not even a little bit. I'll check into testing all the grounds. Maybe clean them off a bit with a wire brush as well.
