Speedo issue (89T/A)

Speedo issue (89T/A)

Ok so when I got under my T/A for the first time I found a plug that didn't go anywhere...when I first drove the car I noticed that the speedo didn't work...
so I got back under the car and tried to plug it into what looked like a port on the transmission, got back in the car and started out the driveway. at about 3 mph the speedo read something outrageous like 70mph then as I kept accelerating the car dies on me probably because of the speed limiter.
I have it unplugged but I need to get it working again ASAP.
Any suggestions on where to start?

As is, the VSS has been unplugged from the tail shaft of the trans. Has the ECM been removed?

Well the engine still has the TPI and it runs so I think it has to still be there.

I dont know if this matters but the rear tires are REALLY tall.

That indeed would throw the speedo off, but the tires wouldn't account for the 3 to 70 business.
