Car: 91 Z28 / 04 GTO
Engine: GMPP 350 TPI / LS1
Transmission: WC T5 / T56
Axle/Gears: 3.23 / 3.46
VATS VATS VATS!
The car's a 91 Z28 350tpi auto. Was originally a 305 and I bought it as a basket. I have a VATS bypass kit and I believe mine is key #7. The problem is even when the resistor is in the car won't crank and I get code 46. Any thought?

Get an Ohms meter (usually best to get a voltmeter that has Ohms as a setting so you can use it for other things). After you get the reading you the chart on this website

to determine what number key you have. The best thing you can do is go to radioshack or a similar electronics store and purchase a resistor set (usually 10-20 bucks). These sets come with around 500 resistors of various values. Just combine them (try to use as few as possible) until you reach the desired resistance. after that use the ohms meter to read the resistance of the resistors you have connected. It should be in between the min and max resistance on 3rd gen's vats page. Connect it to the proper wire and you should be good.

I used an ohm meter and both of my key were close to 1.870. And I purchased a VATs pack so I have all 15 resistors. The thing that puzzles me is my starter relay will click and theres no security light. How can I check if my module is bad or if my nss is bad.

Have you checked to see if you have power out of the starter relay when it clicks? Relay could be bad
Have you checked for power in/ out of NSS when key in start position?
Have you hotwired starter to confirm starter actually works

Today I will check for bad really NSS. Already checked that the starter works. Looks like someone had previously installed a security system, what are some of the major/important wires I should be looking for.

update: the car will start and run when jumped with the key in the on position, and can be turned off with the key. What ignition components should I check.

You have a starting problem ; not a Ign problem
You have a break somewhere in your starter circuit
Typical GM starter circuit shown below
Check for power in /out of all the points shown .Jumper to bypass the NSS then the starter relay to determine if they are faulty

next issue. when running the car will not idle below 3000rpm. besides run of the mill IAC and TPS problems what else might be the cause.

if the car dsnt crank check ur starter enable relay and bypass it, is located close to the fuse box wrapped around with electrical tape
