Are you trying to disable the VATS? If so, you don't need to get to it, just follow

If the car starts and runs, it's in there. It might be bypassed like that tech article mentions, but if the the car starts and runs, it's in there. It's way up in the inner dash in the center of the car. It not only disables the starter circuit, but it passes a pulsing wave signal to the ECM to fire the injectors - no way to take it out and have a functioning car, that's why most bypass it when they have issues.
