starter problem, help

Engine: 3.1 V6
Transmission: AUTOMAGIC
Axle/Gears: STOCK
starter problem, help
I have a 89 camaro and i dont know why but the car wont turn over and anything. But if i arc the starter or bypass it by laying a screwdriver over it the car will start and run fine. why is it? and i put a new starter in and still have this issue. please help
