Firebird turn signal problem

I have a 1988 Firebird and I am having problems with the turn signals. The driving lights and emergency flashers work but when I use the turn signal lever I don't get any clicking and they do not work. I am looking for the turn signal relay but the manuals I have do not show where it is located. One manual states that the relay is no longer on the convience panel.

It is under the drivers side dash and is a silver cylinder, it is above the ALDL connector.

I am not sure if the problem I am having would have anything to do with yours. My turn signals work fine whenever the headlamps are not on. Once you put the headlamps on, the right turn signal will flash as it is supposed to, however the left turn signal flashes in very long increments. It takes about 2 secs for it to flash. Any ideas?

Check the left ground wires not going directly to ground, but having been rewired by the PO.
