Fan problem

Fan problem
I have a 91 camaro with dual fans. Since i bought the car i found that with turning the key to the ON position both fans will be running. The fans never go off unless the cars off, they run all the time when im driving, and when i just have the car to the ON position using the battery. I have no idea whats wrond with it but i do remember the guy that had it before me said that he did some wiring to the fans. The mechanic at GM told me that someone wired the fans to be on all the time. I want to fix this problem so they come on when they should and the dant wayste my battery when im just listening the the radio. What would fix this problem?

Yep - another hacked fan wiring job.
For starters, you can turn the key back one notch (ACC) - that should run radio without running fans.
Then, you'll have to get into the wiring and figure out what's been done, undo it, and redo it correctly. Wiring Schematics here:
