Turn signals and headlights don't work! Help!

Turn signals and headlights don't work! Help!
Let me start with this; I bought a 91 Camaro RS a few months ago. Didn't run, so I've been slowly fixing it up. I've ran into some electrical issues that I just can't figure out. From really looking at the car, it looks like someone started to turn it into a drag car. There's wires everywhere, and I don't know what goes where.
Issue number 1 -- The headlights worked on lowbeams when I got it. Now, they don't. So I checked that little white switch that I've read so much about.. Only to find that it's not even hooked up. What color wires are supposed to be hooked up to this? I'm also gonna tear into the dash and see how the light switch is wired. Issue 2 -- the turn signals do not work. They also used to work when I got the car. Now, they don't. No lights on the dash, no lights outside, nothing. My emergency flashers work, both on the dash and outside. I've read about people switching the two flashers out to see if it's a bad flasher.. Where is the turn signal flasher? I know where the emergency flasher is, but I can't find the turn signal flasher. Also, I noticed that there's two empty fuse spaces below the emergency flasher. I don't remember what they're marked as, but are there supposed to be fuses in there?

Brighten Up The Day By Dimming The Lights
The colors are yellow for the power input, tan for the lo-beam output, light green for the hi-beam output.

The turn signal flasher is clipped onto the fuse panel, as delivered from the factory.
However if it has been replaced it might just be hanging in the maze of wires.
