ok 2 minor problems

ok 2 minor problems

when i turn on my windsheild wipers they open all the way then they all the way back down but on the 2nd cycle it shuts fully then it opens again but it doesnt want to any further they are going in the position on and off and staying that way till i turn the car off then back on, the other problem is that the power locks on the doors dont lock all the way when i push the button, you see them move but they are still unlocked can yall help me please.

The first part of your long winded question I cannot fully understand. Texan must be like a foreign language to me.

The last part sounds like its just something gummed up in the soleniods or binding inside the door panels.
Start by removing the **** that you see not moving all the way from the rod its on. See if the locks work fully then. I had that plastic trim panel that was warped holding one lock from fully locking and unlocking. It would work if I kept hitting the button and little by little it would move.

If the problem occurs when the wiper switch is in the HI position, turn the wiper switch to the OFF position, then open the wiper motor cover.

Disconnect the 2 pin connector going to the motor, and the 1 pin connector going to ground.

Keep the wiper switch in the OFF position for all these measurements.

Insert a voltmeter in line with the 2 pin connector
purple wire and ground.

Turn the ignition key to the ACCY position.

What voltage does the meter indicate?

Now insert the voltmeter in line with the 1 pin connector
gray wire and ground.

What voltage does the meter indicate?
