Cluster Issues

Cluster Issues

Hi guys.
Ive got an 85' Firebird Im playing with for my summer runabout.

What started as a simple task has given me a lot of trouble.
The uppermost left-hand bulb just above the speedometer fails to light up, which makes driving at night someone troubling.

now I assumed it would only require replacing a burnt bulb. but even getting there was more trouble than I thought, so after Removing the whole cluster I finally got in there and switched it.

No luck.
I replaced the bulb. no luck. I even switched the location of one of the other currently functioning lights. Then the new bulb worked in that spot, and the previously working bulb failed in its new location.

This is the cluster. I noticed that there seem to be some bulbs missing. I moved them around a bit (whether that was a good idea or not I guess Ill find out) and noticed that the circuit pattern wasnt flat in all places.
How should I go about flattening it? (assuming I should bother)

With the cluster back in place. I find the center lights light up fairly well, except one. and then the gauges are acting up as well. fluctuating with the movement of the dimmer switch. But I attribute this to possibly not being seated properly.

In conclusion:
How/should I flatten then circuit panel?
Do I need to replace all the missing bulbs and fittings?
What else could be causing such trouble with the specific speedometer bulb?
