Transmission: 700R4
Axle/Gears: 2.73, LSD
Should both fans kick on when grounding diag.

When I ground my terminals with the good ol' paper clip trick, I noticed that only one fan kicks on. Should they both be on?

I think only the primary fan kicks on when jumping the diag. connector. The ecm controls the primary fan but not the secondary fan.
