Inconsistent starter

but more importantly, at :13 seconds, when I turn the key, the starter doesn't crank. It takes several turns to finally get a crank and then the motor runs fine.
It's cumbersome because I'll never know when the starter will actually fail to crank the motor and leave me stranded.
Can anyone explain this inconsistent start-up?
