Odometer works Spedometer intermittent

Engine: 350 TBI
Transmission: 700r4
Axle/Gears: 3.08 lt. slip
Odometer works Spedometer intermittent
91 RS. Spedometer will occasionally stick or be sluggish, odometer (and trip odometer) continues to work properly so Vss signal is good. Other gauges and connections on the back of the cluster are all good. Any one have a similar issue with a solution to it? Obviously I can replace the cluster, just trying to see if there is a repair available before I buy another cluster. Thanks!
