when you turn your high beams on...are all four lights suppose to stay on?

Right now I have one low beam that stays on with high beams on.

You have a burned out high beam. Your outer pair of lights have a high and a low beam filament, which are not on at the same time.

You have 4 high beam lights, one is burned out. That outer pair of lights are high and low, so you effectively have 4 high beam lights and only 2 low beam. The high beam filament of that one light is burned out. Go get another light from the parts store and replace that one.

Look at the connectors on the backs of your headlights. The inner pair (high beam) only have two pins, one ground and one 12V for high beam. The outer pair (high/low beam) each have 3 contacts, one ground, one 12V for high beam and one 12V for low beam. Working properly, when you switch from low to high, the outer pair of lights are switched from one filament to the other, appearing not to go out...
