safety neutral switch

My 92 RS 305, 5 speed man, was attempted stolen a few weeks ago.they damaged the steering column andthe ignition switch. Local garage replaced ignition etc.. Today another garage doing my safety inspection says fail- because the car starts without engaging the clutch. I never had any problem in the past with clutch, etc and since the car was not moved by the thief, i am sure no damage was done to the pedal area. I searched on this site and learned the safety neutral switch may be mis alligned or need replacement. How do i check to see if it working properly. Did the garage not connect a wire from the ignition for the safety neutral switch?

Wire from Ign goes to starter through safety switch;
our problem is the switch is connected but is making contact all the time ,even when the clutch pedal is up.

With the car OFF connect an ohmmeter across the tan wire with a
white stripe and the purple wire at the connector located on the clutch pedal bracket.

Now depress and release the clutch.

Is the ohmmeter cycling?
