Few problems.
I have a 91 firebird that has a few bugs.
1. My engine fan can only be on when my A/C is on but the compressor is unplugged.
2. My windshield wipers sometimes does not retract all the way. They just keep on poping up and down.
3. I also have a short somewhere in the driverside headlight that keeps blowing fuses.
Any help would be appreciative. Thank you.

1, your fan is controlled by the ecm, and it only comes on around 230*. computer has an over ride function that also turns on the fan when the ac is on. have you let it sit and idle with the ac off until its almost overheating to verify the ecm isnt turning the fan on?

The ecm does control the fan, however the fan relay operates it. There is also a cooling fan switch on the engine that is normally open. When the engine temp reaches a certain level that switch closes, grounding the circuit so the cooling fan relay can operate. It would be highly unlikely that the ECM is failing to do its part. However you could have a bad cooling fan switch and more than likely a bad fan relay or wiring related to the relay.

Where is the fan relay located?
The wiper module may explain why my wipers only work on low and high and none in between.
Yeah I'm use to problems on older cars.

Should be under the hood on the pass side in the vicinity of the battery. There will be two of them if your car has a/c. Primary and secondary. Sounds like your secondary is working though.
