alt or volt. reg?

well today i went outside fired up my GTA...im smoking in my driveway and hear the cars running funny...so i look inside and notice my AMPS on the gague are almost down to 8...i get in and rev the engine alittle to charge the battery no it jumps to almost 18 and starts fluxuating between 13 and id say 16..i also noticed that i had my door open that the dome lights were also blinking i guess u can say along with the amp gauge fluxuating. so does it sound like i need a new altenator or a voltage regulator? if so where is the voltage regulator located..thanks.

The regulator is integral to the alternator.
