Dash Lights and Electronic Gremlins

Hello internet,
Since this is my first thread, I wanted to thank the people who run these forums. It's a pretty trick site. Thank you!

I've got a 90 Camaro RS with an auto tranny and a 305 (okay, well it's my dad's). He bought it from a co-worker of his, and he has done a lot of re-wiring work to it. I suspect there was an electrical fire at some point because there's a lot of melted looking gunk under the dash, and he's replaced the steering column with one from a Firebird. Under the dash is a mess of wires and splicing and it's terribly difficult to look at.

So anyway, on to the problem.
I've got no dash lights! They just stopped working one day.
- Self check lights work.
- Gauges work.
- I've turned the headlight ****.
- 5AMP illumination fuse is good.
- Taillights are functional, TAIL fuse is good.
- Headlights are functional, low and high, and parking lights.
- Cigarette lighter blows acc fuse.

From what I understand, the instrument lights are partially integrated with the orange accessory wire. Also, cigarette lighters are known to go bad in these cars.

The PO left a mess of wires where the stereo used to be, and I've already insulated them from each other and tucked them away.

I plan to unplug the cig lighter, and then go from there to find where else the acc wire is causing trouble. Maybe it's also worth mentioning that there is no bulb in the dome light because it blows constantly as well.

Does anybody have any ideas? Is the ACC fuse problem even remotely related to my instrument cluster?
Thanks in advance, and no, I don't have a multimeter.

You can make a test light from any small 12 volt bulb.

The ACC fuse and associated wiring have no relevance to the dash illumination.

Make sure the dash dimmer control is set at the bright position, then using the homemade test light, probe both sides of the
INST LPS fuse.

Is there power on both sides?

The typical reasons the dome light keeps blowing is a cheap brand of bulb is being used, or the alternator is putting out too much, therefore you would have to use a meter to find out.
