What is the safest way to totally disable the air bag system. I want to keep the steering wheel just dont want the air bag going off. Also dont want the light to stay on...

shut the car off, disconnect the battery, wait 30 min (its 15 but i give it a half hour to be safe), remove the bag, disconnect the wire to the bag and wrap with electrical tape, open your cluster and remove the bulb for the light. re-install all parts.

My own way of it. others may say differently.
