Electronics Need help wiring something up? Thinking of adding an electrical component to your car? Need help troubleshooting that wiring glitch?

This cant be a factory type setting (vss related)?

This cant be a factory type setting (vss related)?

I am checking voltages at each pin on my carbed ecu when i get to pin 16, which is the vss signal. It is supposed to read 10 volts with KOEO but it reads .05v. i then turn the key off, switch vss buffers, turn the car on and viola, 10v. Turn the key off and then back on, .05v. i then touch nothing but the key, turning it off then on, 10v. with every cycle of the key the voltage flip-flops. Please correct me if i am wrong, but shouldnt it read 10v every time?

Swapped buffers with another one, problem fixed. 2 bad vss buffers...
