nothing on a key turn

i have been working on my firebird for over 3 weeks now and im working out all the bugs. i have all the engine type of stuff for the most part finished. im starting to work on the interior and electrical. i noticed that when i turn my key to the accessory position i have no power to anything. nor do i have that consistent flatline noise when the key is in the door and the door is open. the only thing that gets power is the dome light and the truck light. what in the world could be wrong? im thinking it could be some jacked up wires does anyone have a wiring diagram for a 91 firebird 305 tbi? some things i should mention is the PO has a vats delete on the vehicle and some "custom" wiring done under the hood(fan switch fuel pump etc) i got the fan switch and fuel pump figured out for the most part but i just want to get this key position thing straightened out.

Accessorize

Using a voltmeter or test light (the type for testing for voltage, not a continuity tester) probe the brown wire coming out of the ignition switch, when the switch is in the ACC position.

Is there power there?
