power surge?!

Car: 91 camaro rs
Engine: 5.0
Transmission: T-5
power surge?!
when i have the car idleing it seems to do the average idle but when the battery is low its rpm drops below 1k and any time i touch the brakes or turn the steering wheel in idle the power seems to come in surges and the idle goes up and down. any ideas?
