No dash lights & mystery wire

My 91 TA has no dash lights. I bought the car reciently and, I think the previous owner took a class in creative wiring. The guy chopped the end off the stereo harness, and added a bunch of wires to it. I removed all the crap he added, and i'm now down to all the factory wires.

i'm trying to figure out why the dash lights are not working. The insterment pannel fuse, acc fuse, and arc fuse were blown when I got the car. I taped or wire nutted all the bare wires, and replaced the blown fuses. My power mirrors, dome light, rear view mirror lights, and hatch popper now all work, but the dash lights do not.

The dash light fuse does not blow when I turn the headlights on, so the problem is not bare wires in the stereo hole anymore. I have tried moving the dimmer switch back and forth, and wiggling the dash light fuse with no results. What else do I need to check to get these thing working again?

In the stereo hole, there is also a long black wire with a connector on it laying in the back. The wire goes into the stereo wiring bundle. I'm trying to figure out where the wire came from. I have included a pic of the wire. The cigerette lighter is also missing, just a hole for it in the ash tray. All the other lights are working, and all the other fuses are good.

Might need to check bulbs, lamp sockets, or the printed circuit on the back of the instrument cluster. I originally thought that was what went wrong on my 84 camaro, 3 weeks later after replacing all that all the lights work now
