Possible VATS and or Fuel problem help

Starting on my mission, 1991 Camaro Z28 with a 1986 Corvette engine, trans, milled heads. Its was running, sat for two years now trying to get it going, It turns over but no go. Fuel pump does't engage or hum, thinking it may/hopping its a fuse. Step one checked fuse panel (under steering column) all fuses seem ok, but got a tester and new fuses to replace existing (never know right) also picked up a new fuel pump relay switch (passenger side under hood) I have posted a few picks of the fuse panel for some one to example to me what these wires are ?? Ill get back to you as soon as I install the fuses and relay. Any other suggestion would be great Thanks

ps. I've read a lot about the VATs that i don't know what to think any more

If you are going to work on your car ,there are basic ,simple , obvious tests you need to do first ; ( battery charged , fuses good , switches working ,etc )
before coming online looking for HELP

VATS doesn't affect fuel pump anyway; only starter and injectors
