Can I plug in a car charger for my cell phone into the cig lighter?

Yes. You can plug any 12V charger in the cig lighter socket.

All power in your car is 12V by default.

Now if someone went absolutely crazy in the past, they could have changed it, but it's seriously doubtful.

Yeah, it's 12 volts always hot even with the key off. as long as the battery has power it does. I've got good stock spares if you need a better one.

Yes, just about every production car uses a 12v electrical system, even though the Alternator actually produces AC current, it gets converted to DC.

Every USB 1.0 and USB 2.0 device on the market currently specs 5V @ 500milliamps. Every car charger out there is designed to take the 12v voltage and turn it into 5v for USB devices. So any Car plug to USB adapter will charge any USB device.
