91 RS TBI won't start, VATS?

91 RS TBI won't start, VATS?

So, I've tried searching all over for someone with similar issues, but nothing. I Just bought this car a week ago, and I got it in a non running state. It wasn't getting any fuel to the TBI, so I tested and replaced the pump and filter, but it still wasn't pressurized. I jumped the pump relay to give the pump constant power, and it pressurized the system, but the injectors do not fire to start the engine. Here's where it gets weird, as the car will start on starting fluid, and only then will the injectors do anything, but all they do is spray super slowly. They spray once, which barely keeps the car alive, but by the time they spray again, the car is dead. But like I said they don't spray at all if I am just trying to crank the car. Now, the security light is constantly on in the car, even when cranking, which, if I understand correctly, means it's the VATS, but I thought you couldn't even crank the car when the VATS is messed up. Any help would be much appreciated. Thanks.

Nothing to say a PO hasn't bypassed the starter parts of VATS
