Is it my ICM?

I'm trying to figure out why my car is running rough, dying occasionally, and when I put a timing light on it, the strobe isn't consistent. I've tried two different lights to confirm that it's not the light. The coil is new, the plugs and wires are new, and the ECM is new. Could my ICM cause the timing light to have an erratic strobe?

Well I just ended up buying the ICM. I figured it couldn't hurt to replace a 20 some year old part. didn't seem to affect the idle but I haven't got a timing light on it yet to see if it's really doing any better.
