Are these fog light plugs?

Are these fog light plugs?
The fog lights haven't worked on my car since I purchased it. I didn't think much of it since I was working on the engine & stuff.
I finally got back to the lights yesterday and when I went to check them, I found that neither light has a bulb in it or even a wire going to them. I removed the light fixture, behind them I found a of open plugs. I assume that these are for the lights, but I don't really know. I posted pictures of them, the two plugs look the same to each other, one comes all the way down to the passenger side light but the other is up in the middle.
