WIPERS STILL DONT WORK!!!

Hello, the name is Mack. 1985 trans am is what I have. I am having one heck of a time with my wipers and have been for a long time. My wipers only work on high and do not park when turned off. I have replaced the wiper switch, multifunctional lever, turn signal cam, and the wiper motor. I am thinking it is in the pulse board. SINCE YOU CANT BUY A PULSE BOARD NEW I purchased one from a junk yard and put it on and it still had the same symptoms!!! So now I not sure if i should buy one from a junk yard again and loose my butt on it. ALSO CAN ANYONE TELL ME WHY THESE PULSE BOARDS ARE SOOOO HARD TO FIND!!!???
