IROC Gauges, Turn Signals and Fusebox not working Help.

I have an 86 Camaro IROC Z, completely stock with the TPI 305. Since I got the car the gauges and the turn signals have not been working properly. The fuel gauge only goes as high as the half way marker (Half way is full and empty is half), the temperature gauge is stuck at full and the oil pressure is stuck at 0. (I check the dipstick, the oil is full). The other problem I have is the turn signals the left one works perfectly on both the outside and on the dash board but the right one doesn't work on the dash, doesn't work on the front outside only on the rear outside. The last problem I have is that none of the "idiot" lights expect the parking brake and the headlight light come on. The rest are completely shut off, also the air condition doesn't glow at night and the gear box lights are very low.

I googled online and found a thread on another forum with someone having the exact same problem and everyone seemed to think it was the fuses. So I took a look at my fuse box this morning and found the Turn B/U fuse to be semi loose. It's hard to explain but the left side of the fuse is completely in, while the right side is almost out. I can't push the right side back in and I can't pull the fuse out! It's stuck as if someone welded the right side to the box!

I also checked the gauge fuse and it is completely stuck! It won't even budge at all! Could the fuses have blown and melted to the box?
