Custer fuse missing?

Car: 89 Trans Am GTA
Engine: 5.7 L98
Transmission: 700 r4
Axle/Gears: 3.27
Custer fuse missing?

My cluster fuse spot on my 89 GTA doesn't hold a fuse yet everything works fine, I believe, does anyone know what that actual fuse does? Could it be causing my electrical issues? How do I make the cluster fuse stay in the spot again?

L Missing

It might have been modified or jumped by the PO, or wave soldered in, in a cost cutting procedure.

If the latter, the fuse you are looking for will not be recognizable to a non-technician.
